we have very similar boards, so i am not sure if you have all these options, i have been unable to get my e7200 past 3.8ghz stable cause of the vdroop and i don't feel comfortable with taking it past the max vcore in bios to get a few extra hundred mhz out of it so here is what i have for my bios settings (btw, my chip came with a very low vid, stock 1.1, 3.4ghz i was able to do with 1.2volts) so here they are for 3.8ghz on mine (you might want to tweak it for whatever you are trying to reach):
cpu clock: 9
fine cpu clock ration: .5
cpu host controll: enabled
cpu frequency: 400 mhz
pci express frequency: 100 mhz
cia 2 disabled
performance enhance: standard
spd 2.0
VOLTAGES:
system voltage control: manual
pci-e overvolatage control: normal
fsb overvoltage control: +0.1
(G)MCH overvoltage control: +0.2
cpu voltage: 1.35250
