I'm just wondering if I downgrade to a 4670K, will I actually see any power consumption benefits? I know in reviews it shows about 10 watt difference, but they usually test them at stock speeds.

My plan is to overclock to 4.2Ghz with similar voltage. Will I see any reduced power consumption?

You're aware that 10 watts would probably save you around ~$5 a year? Depending on your energy costs and PSU efficiency of course.

$5 in savings for electricity isn't my main priority. It's mostly because I want to have more headroom on my PSU, which is only a 450 PSU.

they're both 84w tdp chips...... so would it even be a difference?

Disable hyper threading and find out. Same difference.

If you're worried about a 4770k and a 780 on a 450w PSU, don't. It'll be fine.
