Technically it is, but I personally think it is better to try to keep stuff at least 10C below the rated max. What ambients are you getting and is this on the stock cooler?

As he stated 10c under would be the best route to go.D/l prime and run a temp monitor for at least an hr while monitoring ur comp if load temps stay in that margin of 10c u should be alright.U can always invest in some fans/Heatsink and some good paste it should lower the temps some.I found that artic silver5 is pretty good.
