When my graphics card is idle the clock drops to 300 but the memory clock stays at 1050 so i get idle temps at ~60c but if I use my manual fan settings at about 45%-60% the temps are fine ~50c but is it bad to run my fan at a certain % for a long time?

No, running your fans at 50% is not a problem... if you can handle the noise that is.
Though the temperatures you're getting are a bit hot; nothing even close to dangerous mind you. You should be getting ~40*C idle temps.

and it is fine to run your fan at the same speed all the time.
Airflow should be fine I have my 2 intake fans on high but my load temps are ~70C+ while playing games like BF2BC, SC2
