So I got the following pieces in mind for my brothers build:

If you can make a better build for cheaper, or suggest another part instead of the ones above then it will be greatly appreciate and reps will be shared. I want it to be $700 or LESS. My brother have a strict budget of no more than that. Also, I already got him a Antec 300 case so dont worry about that.

the powersupply is just too pricey for such budget build. plus it's an overkill for that setup. a niec brand with 550w is more than enough, even with crossfire for that card or even a 4850.

oh yeah, i'd get the powercolor instead of the his (if it's not the iceq) since it's more overclockable and is better at stock:

Why don't you get an AMD Phenom x3 720 instead? The 4th core on it can be unlocked on most 790gx motherboards plus you'll save yourself a few.

Also for motherboards look into the Newegg Open-Box items, i'm sure you can get a 790GX for around 70.

4830 is a 110w GPU and 4870 is a 150w GPU. A soild psu can do 470w should be fine. Since 650tx is the same price as 550vx so get the 650tx. gerikoh has good suggestion. The real power pro is a good series in CM. If they come with warranty so it should be fine.

Are all Phenom x3 720 guaranteed to have a 4th core unlocked?

nope. just a few selected batch 0908 (or something like that) paired with a few selected 790gx mobos.

Well that scratches that off. Thanks anyways. I am going to get the Cooler Master PSU, and maybe get a 4870 for him.

Since it's an AMD system, you don't need to get the Dark Knight, the regular S1283 would be just as good. Intel people get the DK for the bolt through mounting system. As I understand, you can't use it on AMD.
