There are a couple of threads answering this already. The X1900GT is better in my opinion.

The 7900GS costs more money, but you get 20 Pipelines over the X1900's 12. They are also clocked very similarly so if you can fit a 7900GS in your budget get that and overclock it slightly.

I'd get XFX 7900GS EXTREME Edition - $155

.

Those pipelines don't matter. The X1900GT has 36 pixel shaders.

Is an X1950Pro in the budget? It'll outperform both those cards, but they are very limited in the overclocking department.

Both are about the same in the raw power department, but the x1900gt has the extra advantage of better image quality. Plus, the gt is cheaper. Both are really good cards for the price.
The 7900GS is a good card, especially after a little voltmod. Mine is rocking my world at 725/850
