CHeck for any background processes running that might be hogging up the resources. On my folding rigs I have mis-matched cards, both of them are 9600 GSO's but 1 is Evga and the other it Asus. When I load up my rig it shoot usage to 100%, when I check to see what processes are running in the background, I see Asus's smart doctor program trying to locate the cards which is in the 2nd slot. Well it never locates it and just pegs the usage and slows the rig down.
Try re-installing the driver and CCC, see if that helps.
