I need to know a couple of things before I price my build. I'm looking at a sandy bridge build (will post in that area). And a AMD AM3 build.

1> Does anyone know if or when AMD builds a new cpu it will be AM3 socket.
2>I'm looking at 2.

If you have the patience wait on bulldozer, it's supposed to be AM3+ which isn't compatible with AM3 boards. If you have the money jump on sandy bridge. Personally i'm going to wait on bulldozer reviews before I choose my next platform.

To add to this, I believe that there are meant to be some Bulldozer CPUs on socket AM3 but not the high-end Bulldozer CPUs.

A good AMD motherboard is the Asus Crosshair IV Formula. It's definitely one of the best.
