The specs of that computer would be able to handle Windows 7 just fine; I run Win7 on just a 2.1 Dual Core with 2 gigs ram, though not gloriously.
The price for that seems about average for what most notebooks in that range go for. However there are a lot of deals floating about this time of year; and I don't know if you have any kind of 'Black Friday' deals in Australia otherwise check those out.
