I tried setting it to 4700Mhz and still same result.

Can you do this test on safe mode please?

Maybe there is a lot services running on background or some apps/services/drivers impacting the latency

I did it in safe mode, had to reinsert the bitlocker key after I was done , nonetheless I got good results on safe mode, what should be. So It is something software related. Dang it.

Same happened to me. After installing fresh windows it is fixed.
