what do i do? do i download some program to change the volts.. or .. something? I have no idea to be honest.. and i want to be able to OC my 5200+ to 3.0ghz with no problems.. my idle temps are around 30-35.. maybe 40.. load is around the same.. or 40+ around there.. thanks for the help and should i get a new heatsink? I dont think my OCZ Vanquisher can do the job well enough.. I want acceptable temps.. sorry if i sound demanding, but yeah.. this is my first overclock and i really need help on what to do.
and will a 3.0ghz OC not make the 5200 bottleneck my 4850?

All real, stable OCing (which is what you're looking for) is done through the BIOS, so Step 1 would be getting familiar with yours, also, if you could post what motherboard you have, or write it into your system specs, we could help you much more easily.

a 5200X2 @ 3.0 should uncork any bottlenecks on a 4850, but just barely.

Well you are certainly on the right foot with the aftermarket heatsink. I had the same chip in my old rig and got it to 3.1ghz on air no problems.

What is your motherboard? Alot of us here are familiar with certain motherboards and their bios layouts and could help further knowing what brand/model you have!

Also, here is the best guide to getting your overclock off the ground and soaring

well the mobo im currently using is an ecs one.. borrowed from my friend, but the one that i will be using in my rig would be an ECS KA3.. which should be decent at OCING if im not mistaken.. anyways.. thanks
Well my 5200+ loved the 13x multi, I would just slide up voltage starting at 1.35v-1.45v and stock settings, from 200-->205-->210 ref clock etc until 231, increasing voltage with the overclocks. The guide would be the correct way to do it but for the quick overclock, try that

my x2 5200+ works with 246 ref clock and multi 13.5x on 1.5V with no problems...pci-e clock locked on 100mhz and ram volts up by 0.2...ht link down on 4x and everything very stable...you should put your ram down on 667 mhz before overclock and it would help if your ram is in dual channel...don't go direct to 246 cuz it might be that your mbo doesn't alow as much as mine,so go step by step...
