My friend is building comp with a 720BE and I told him to not get a am3 board (hes on a budget) and to get a am2/am2+ that can upgrade to am3.
I told him he has to flash bios, but is that all?
He's kinda paranoid because he's saying the am3 processors aren't in the list of compatable processors, but I told him it's cause those are the cpu's that will work with the am2/am2+ and am3 is a different thing.
it will work but it will lose some of the functions like ddr3 and other am3 exclusive perks. go am2+ so he still has some benefits over am2. and am2 is a bit to dear now

Why does it matter? He's going to be using Am3 anyways. Besides, to flash the BIOS he needs an AMD processor that will work in the mobo. And he has a am2 processor.
There is nothing wrong with AM2+ at the moment. If he really is on a budget, he would do good to take advantage of the current DDR2 prices. But You can have very good DDR3 memory on the F/S of this forum if you are so inclined to do so. Moreover, there is no performance disadvantage when going from DDR2 to DDR3 in an AMD system.
