purposes:

1. gaming (such as left 4 dead, counter strike, nba 2k9, cod5, farcry 2, and other new game but not crysis! .. lol)
2. online gaming (such as cabal online, wow, and others)
3. misc (internet, chat, typing)

thanks in advance ..

Nice idea Clint, I remember having to go to a few internet cafes when I was over in the Philippines a few years ago.

AMD Phenom II 940 BE or AMD 720BE Tricore or 7750+ Kuma
Foxconn A79A-S or Foxconn A7DA-S
4GB DDR2 1066
Any PSU that's on sale around the 500w+ range. I'd go for at least 600w
4870 1GB GDDR5 or 4850 X2 2GB
500GB Western Digital 32MB Cache HDD SATA II
Any Case you want

Edit:

Upon re-looking at the prices...it seems the prices of the 4850 X2 have jumped back up close to $300. They used to be down in the $230 price range which made them an awesome card because it outperforms the GTX 285 and cost a lot less at that time but if you have the cash, go for it but the 4870 1GB is all you really need.

RAM: Ram is one of those hard to decide things. Everyone has their own preference when it comes to brands. I like GEIL, G. Skill, and Corsair. Corsair usually has some good deals and rebates available that make their RAM pretty cheap. I would definitely go for a 4GB Kit so you can always upgrade to 8GB later if you need to do so.

CPU: The processors are a hard choice. The Phenom II 940 BE and the 720 BE are really good choices. In fact, the 940 BE will be on sale at Fry's store for $180 which is the cheapest price available for this processor. The 720 BE is a great backup choice and has the best part of being able to use the AM3 motherboards with DDR3 memory support if you choose to upgrade in the future or right now even. If you want to go budget, grab the 7750+ BE processor and just overclock it to 3.2Ghz and it will give you some great performance.

You'll also need an OS if you don't have one available so you might want to add that in.

If the 4870 is too pricey, go with a 4850. It won't be able to handle a lot of AA like the 4870 1GB but it will still work very well for almost every game at a pretty close to max out resolution.

i really don't know the exact budget per pc, becoz my mom knows that. but i think it is on 800$ with lcd monitor. i choose acer 20" or 18.5". but i think there in US 800$ is much. our curreny is php so 1 usd = 48 php. so in php, i think it is on 25,000 php per pc. yeah i will not oc it, it's just a fix ready to use pc.

that's a bit tough. availability in the phils is just not good as in the states.

i haven't even seen any ph2 tri-cores yet. there are some stores that you can buy for pre-ordering. but the cheapest 720be costs about $175, 920 at $220, and 810 at $200.

imagine that rip-off?

and i hate the fact that aren't much options with amd mobos. but i still think you can build a good one. let me just dig it up for you. i wish you can up the budget to $600 at least since it will still include the lcd.
my 1st build plan

amd x2 6000+ or 7750
ecs/emaxx/asus 780g mobo
2gb kingston ddr2 800
ati 4830 or 3850
western digital 320gb sata
hec 500w psu

+1

This build should run anything on high on a 22" ws monitor. The 790gx is the next best thing to the 790fx and this Biostar one is very reliable. I have built several comps on it and it's a great value. I'd substitute the RAM for some PC6400 since you're probably not overclocking, no need to spend more.

where'd you see that ph2 710? what store i mean? and how much does it cost?

and you don't need to get a high quality psu at all. just get a decent one like mine.
you don't need a high performance psu but you should get a high quality psu that has good reliability
GIGABYTE GA-MA770-UD3
Phenom II X3 720BE
ATi 4830 (any flavor of this)
BFG Tech GS-550 550W
2x1 GB DDR2-800 (wont really need more than that)
As my examples what i would use in my own Cafe PC's.
X3 710/720 + 4850
