Your problem is GPU not CPU. The Sempron 140 is already way better than a Pentium 4 2.8 GHz and is definitely not a bottleneck for the integrated GeForce 6150. Seriously, that performs around on par with or worse than Intel G41 graphics. Buy a $20 HD 4550/5450 and see a world of difference.

If you want to insist on using integrated graphics, use the lowest resolution and settings possible.

I agree that upgrading your GPU for 20 bucks will get you pretty far

The Radeon HD 3200 is still integrated graphics but it should be around Radeon 9800 PRO level which is the minimum requirement. Gaming wouldn't be the nicest and you'll likely have to stick to low resolutions and settings but it'll probably work well enough to deliver playable framerates.
