I have a friend who has a 1090T and well, the fan gets very noisy. There's very little dust in the case and tbh, this only happened after I installed the GFX card for them.

I have looked it up and it really didn't give me any definitive answers.
I would like to shy away from an aftermarket cooling solution if possible.
They have got Windows 7 64 bit.

What case is the CPU in? What card did you add?

If it is in a Dell, Gateway, HP, or other big-box store computer there is probably little to no airflow in the case.

The graphics card is dumping heat into the case which is in turn raising the temps and causing the CPU fan to ramp up. The least expensive thing to do would be to clean up the wiring inside the case and add some case fans.

Post specs of your friends computer, and we will be able to give you more precise suggestions.
