The 3200 Barton will be a nice upgrade, and if it's a good chip it should be able to do 2.4-2.6ghz...just depends.
But in my opinion, you would be much happier with an entry level Athlon 64, as it is much faster/mhz and is not too expensive at all for a 3000+ or a 3200+.
But if you do want to stay skt A, then a good heatisnk is the Thermalright SI or SP97, or if you can't find them I find the Volcano 12 to be a great little heatsink for skt A, it got my Barton 3000+ to 2.65ghz
You also want to get a NF2 mobo, The Asus A7V8X-E deluxe is a great board, so is the Abit NF7-S version 2 and also the other NF2 skt A board they have(NOT the S2 version!)
