i don't know if it is open source, but Netscape has a built-in web site builder, that's very similar to frontpage. An alomost identical program, Mozilla Suite, has the almost exact same web site builder as Netscape, download Mozilla Suite at mozilla.org
http://www.bignosebird.com has some free tutorials and stuff--for things like .cgi and javascript. Never took a look at html ones so I don't know if they're good or not.
