It all depends on the kernel that you have installed on your phone (whatever phone that might be).
If you're using the stock kernel, you probably won't be able to overclock past stock. If you're using a custom kernel that supports overclocking, then yes that app should work. However most reputable kernels will have their own "control app" that I would recommend using over that app you linked in the OP.
I'm using a custom kernel on my Nexus 4 but overclocking it is useless since it's stupid fast out of the box. Overclocking it just drains the battery faster and doesn't offer any noticeable difference.
