Maybe something abit taller and mount for a 80mm std fan. But not too heavy to crush the cpu.

With cpu's getting to be less and less wattage and heat,

Why dont we see, simple, well thought out, and just less BS, a bolt through, std fan, all of us dont need crazy coolers or need the BS,

I'm not sure what your question is?
Why don't we see these more?

They are still used in the server market, but they do not scale well or keep up with overclocked systems, much less quiet systems.
As for CNC... I've got a mill and a lathe underway, and things like that are not commonly produced by CNC.
Those fins would have to be cut with EDM, which wouldn't be economical, instead that is probably produced with a dip-weld style system, or "stick solder".
