Can you buy from another retailer? Such as NewEgg Canada? I would say go with the trusty Xigmatek S1283. There is a Noctua cooler for sale in the FS forum, the seller may be willing to ship to Canada.

I like this cooler and it's doing a great job on my qx9770 cpu, I'm sure it would do the same for the i7 extreme.
