Yes. If you use 1 then you need to use 2 to remove any residue left behind from 1.
1 is like Goo Gone, has an orange citrus sent to it. 2 is just basically rubbing alcohol.
For removing thermal pad residue from memory chips, 2 would be sufficient, you don't have to use 1.
