I tested my power supplies 12v and 5v rails with a multimeter. I watched them during startup, idle, fully loaded with LinX, and shutdown. Here's what I received on the rails: 12v, it fluctuated from 11.99 and 12.00 during startup. Whence I got to the desktop the 12v rail was a solid 12.00. I then started up LinX and the rail raised to a solid 12.01. I then shutdown as the rail stayed at 12.01. 5v, it fluctuated between 5.06 5.07 during startup and stayed solid 5.07 during LinX.

Is LinX reliable though? I mean it doesn't load the gpu.

The 850W TruePower Quattro is a pretty good PSU, so try to avoid worrying about it.
It's cool that you checked, though: I mean, you found that everything is working normally!

Those are right on the nose.
+12V can be 11.40V to 12.60V
+5V can be 4.75V to 5.25V
