I can guarantee you that none of this is true. Junk PSU is junk.

I would hardly call it obsolete. Many majour PSU manufacturers still make and sell decent/good passive PFC units, including my antec vp450 which is passive PFC with 80% efficiency and good reviews on performance.

However I have never heard of this brand and know nothing about this psu so I would not use it, even if it were free.

these power supplies are good for OEM replacements. I wouldnt use it in my rig but its more than fine to put in an old emachine or dell circa 2005-2007 era.

That looks like one of those psu's with cement pfcs floating around.
