You can probably go to 192.168.1.1 or close and MAC address ban him temporarily. Depending on your setup, that number may change, but you just throw it into the FF URL box.
you can block his MAC Address in the router but you can't "ban" him from the internet using the modem.
if he connects using wireless, then just MAC ban his connection
Do you have access to his machine?
Punch him in the face.

do what i know duckie will say

also, if you ban the router you will likely ban your self as well, most modems only have 1 port, and taht would go to the router

Yes i can ban his mac on the router but he resets it hehe(he thinks the router is broken).I dont have acces too his laptop because its a netbook that is always with him.

Punching in his face LOL

The only solution i think is using the firewall of the modem and ban his ip lan adress but it didnt work
Alternatively, you can do some clever ARP poisoning from your own computer, Cain & Abel can do that

Poison his ARP to send it to somewhere stupid every time you feel him doing weird stuff. He just needs to reconnect his network cable, but it's a lot easier to do than blocking his MAC address on the router.

+rep for thinking outside the box. This is by far your best option, China operates it's internet usage in-country in a similar manner - works for them!

For my own brother, this would work. I share my wireless with my neighbor downstairs. When I want completely lag free gaming - I disconnect the wire to the wireless router and directly plug my PC into the modem - problem solved....

Key is to keep the modem close to you and away from his tampering.

Man, that suggestion about punching is funny!

Don't be so harsh. Alot of routers have bandwidth allocation I believe. If you can, just allocate yourself bandwidth priority and put him on the bottom of the list

You'll need his IP, but it should show in the IP table.

Get an uber 1337 gaming router!

No, go to the 192.168.0.1 page and there should be a gaming option. I have a run-of-the-mill D-Link and it has a gaming option where it limits the others' bandwidth.

Switch the wifi to WPA. Make some huge ass 64 hex characters pass if you can.

That wouldn't work, as his brother resets the router

If your router supports it, switch to DD-WRT. With QoS, or alternatively, TCP Vegas (which works better than QoS for lines above 8mbit), you can limit how much bandwidth he can actually use
