i'm currently using the forceware 76.50 drivers with Core speed @ 600MHz and Memorry speed @ 1.2GHz. Which is the best driver out now to use with my eVGA 6600GT? Also, to install new drivers, should i uninstall from device manager > reboot > run NFR > reboot > Install new driver?

Just use the latest ones from the nvidia website, they should be quite a bit quicker.
Uninstall the drivers, reboot and go into Safe Mode. Then use DriverCleaner to remove any remnants of the drivers, reboot and then install the new drivers.

You'd have to try them really to see if they are better with your card
