OCZ Freeze.

Arctic Silver 5 has the same temperature differences but has a burn-in time of 200 hours

There is no single "best". There are several that are constantly at the top of the list, but there are to many factors to have 1.

OCZ Freeze seems to be the new flavor around here.
MX-2, IC7 Diamond, TX2, AS 5 are also all good choices. There are others also.
Correct application, airflow and cooler used are as important as which of the top TIM's you use.

That's an okay fan. I prefer an Ultra Kraze or a Delta.
As for thermal paste, here is what I think is best (in order)

IC7
Arctic Cooling MX-2
OCZ Freeze
Arctic Silver 5

Note: Arctic Cooling MX-3 will be out soon, and it's better than MX-2, might take #1

I have used Artic Silver, OCZ Freeze as well as Liquid Pro... Liquid Pro was the best but it is a pain in the ass to remove and re-apply. I have to re-lap my CPU and contact plate for my waterblock every time I remove it. The liquid pro seeps in to the smallest of cracks and stays there... I have tried nearly everything to clean it and the only option I end up with is to sand it down. OCZ Freeze I get about 2C above the Liquid Pro but it is easy to remove and re-apply and has no burn in compared to Artic Silver. If you don't plan on taking the heatsink off then go with Liquid Pro (ONLY IF USING PURE COPPER). If not go with OCZ Freeze.

I had great results using MX-1 and MX-2. MX-3(where do they come up with these names
) should be great too.
