I am going to buy an i7 920 and will be trying to reach 4 Ghz. What is the best cooler for under $100 that can help me achieve this? I wont be lapping anything, i might only get better fans, bolt thru kit and thermal compound.

Nope, it just provides a method of applying more pressure from the cooler to the CPU for better contact, and it is not dangerous at all. All you need is a somewhat thick washer.

Let's just say that you will be giving yourself every advantage possible
At best, you will see a 10*C drop in temps. At worst, you will see a 1*C drop.
Yeah pressure modded lapped true w/ a 38mm thick fan will give you plenty of cooling. Lapping your cpu voids the warranty so I'd just stick w/ lapping the heatsink.
I just switched to water cooling so selling mine, with an extra fan holder and mine is lapped. Look for it soon in the "FOR SALE" section here as of tomorrow.
Currently have my Core i7 920 with this TRUE and overclocked to 4.02 Ghz with both Vcore and QPI at 1.35 Volts. Loads never exceed 55 degrees C under load unless stress testing, which may make it break 70 degrees every now and then.
If you're really worried about lapping crazypc.com offers a lapping service for a little added on to the price of the heatsink. I personally have no experience with it but it seems legit. As for me I think I am just going to go with WC for my i7 it is only like $30-$40 more.
