What do you mean by "tester".

Regardless, the only "testing" equipment you can get for under $30 is a digital multimeter (DMM), which you can get a Walmart for like $10 to test the output voltage. Or a Kill-a-Watt power meter, they're like $25.

But you aren't going to be able to get a dedicated PSU testing thing for... Hell, I can't say since I don't know what you're trying to test.
