2x4850's or 2 used 4870's if you can find em for sub 200$. if you must go nVidia get 2x8800GTX's they can be had for sub 200$ easily.like others say the 4850x2 will be out soon i would wait for that to drop and get it while it is hot, will be a bit more gracious to you're cases space and you're PSU.
you can get the gtx260 192core processors ~$200 after MIRs. That will outperform the 4850s. Only thing better would be if you can find used 4870's for CF, gtx280's for sli, 9800gx2 for quad sli. All of which will run more than $400
The 4870 512mb starts at $215 each, and the 4870 1gb is around $270 each so thats not very close to $400.
and at 16x10 it would not be worth the extra ~50$ each due to it not utilizing the full 1GB, i only recommend 1GB cards if you are going 24"+ because the texture files will not use even 600mb at sub 19x12 level's
