Bought a GPU from eBay and the previous owner was obviously a smoker as the PCB is all discolored and manky.

What's the best way to clean and restore the PCB's color to white and not the manky brown it is currently?

I don't believe there is a effective method. You could gently try your finger or a que tip with alcohel rub however this could possibly put the card at harm (Very small chance). The best option would be to ignore it. I know it's not what you want to hear but it's the best safe option.

Yep just make try and use the highest concentrate possible... 97% or 99% is best alchohol evaporates almost instantly so you wont have to worry about frying your circuts.
