BIOS sees HD but Windows doesn't

Yep, I have a client's computer here (Dell Dimension 4600) that I wanted to put the WD2500YD HD into. But I ran into a slight roadblock, BIOS sees it but when I go to install an OS it make two short beeps and says "strike F1 to retry reboot, F2 for setup utility" which is the BIOS. I have tried the HD in two other computers including my own. Still no dice. Nothing shows in Vista or XP. I suspect a possible DOA HD from newegg....
