Hello Makyl,
Here's what I could come up with for the build:

Intel Core i5 6500 3.2GHz-3.6GHz(Turbo) : Rs.16160
http://www.amazon.in/Intel-LGA1151-Socket-Turbo-Boost/dp/B010T6CWI2/ref=sr_1_1?ie=UTF8&qid=1462382278&sr=8-1

MSI H110M PRO - VH : Rs.5126
http://www.amazon.in/MSI-H110M-PRO-Generation-MotherBoard/dp/B01649F7VW/ref=sr_1_3?ie=UTF8&qid=1462383314&sr=8-3

2 x 8GB DDR4 Kingston HyperX Fury Black 2133MHz : 2 x Rs.2920 = Rs.5840 (You'll need to buy two of these)
http://www.amazon.in/Kingston-HyperX-Black-Pin-DIMM-Memory/dp/B00TY6A56U/ref=sr_1_3?ie=UTF8&qid=1462380255&sr=8-3

ZOTAC GeForce GTX 970 4GB : Rs.27499
http://www.amazon.in/ZOTAC-GeForce-Graphics-Card-Black/dp/B00NNXVPS2/ref=sr_1_30?ie=UTF8&qid=1462380355&sr=8-30

Kingston SSDNow V300 240GB SATA III SSD : Rs.4984
http://www.amazon.in/Kingston-SV300S37A-240G-2-5-Inch-Internal/dp/B00A1ZTZNM/ref=sr_1_4?ie=UTF8&qid=1462380792&sr=8-4

Western Digital Blue 1TB 7200RPM HDD : Rs.3750
http://www.amazon.in/Blue-Desktop-Internal-Drive%C2%A0-WD10EZEX/dp/B0088PUEPK/ref=sr_1_9?s=computers&ie=UTF8&qid=1462380500&sr=1-9

Seasonic SSR-550RT S12G 550W PSU : Rs.6500
http://www.amazon.in/Seasonic-SSR-550RT-S12G-Power-Supply/dp/B00FW6EICS/ref=sr_1_4?s=computers&ie=UTF8&qid=1462380946&sr=1-4

Total : Rs.69859

This is the most bang for the buck build that I could make from Amazon. But I admit I didn't look through flipcrap that much.

Though with all the new goodies comming out soon, it would be wiser if your friend waited a bit longer till all the new stuff has been released.

Hey I was just trying to put something together on Partpicker for India, but this is much better overall then what I had

Only couple of things I would question is the Kingston SSD, I seem to remember there was a fuss about them switching the components from the review samples they sent out so the retail drives perform worse then the reviews showed. Was a while ago so things may have changed with that, I dont follow storage particularly closely.

Also I would buy the RAM in a matched kit, buying two separate sticks of the same make and brand is O.K 90% of the time but a matched kit will ensure ther definitely wont be any issues with having to play around with timings to get it working.

Good suggestion to wait a month or even two though if you can, new GPU's are imminent and you might get a whole new level of performance for the money.

Yeah,I looked it up and Kingston did indeed replace the NAND on the V300 with worse performing ones some time after its release. So the V300 is not a good option anymore. But the problem with that and getting a kit of two of ram is the budget. That was the cheapest 240gb ssd avaliable and buying two sticks separately cost less than getting two in a kit(the pricing in India is all messed up, lol).

But if the OP can put a little more money in then he can replace the SSD And the RAM with these:

Crucial BX100 250GB SSD : Rs.5799
http://www.amazon.in/Crucial-BX100-250GB-2-5-inch-Solid/dp/B00RQA6TEI/ref=sr_1_9?s=computers&ie=UTF8&qid=1462394218&sr=1-9

and

Corsair Vengeance LPX DDR4 2400MHz 2 x 8GB C16 Red : Rs.5999 (This kit is red, while the rest of the parts are black)
http://www.amazon.in/Corsair-Vengeance-16GB-Memory-CMK16GX4M2A2400C16R/dp/B018EGTEK8/ref=sr_1_5?s=electronics&ie=UTF8&qid=1462395884&sr=1-5

This would put the total at Rs.70833 with the components I suggested above.Well thats just a tiny bit over the budget and if he is willing to spend this much on a build then I'm sure he can put another 833 INR into it for some better stuff

I still say its better to wait for the new GPUs to get released cuz the 970 is going to get old real fast due to the 3.5gb issue and the weak DX12 performance. But then again waiting is boring!! o_O
