can i run a XFX GeForce 9800 GTX + Video Card - 512MB DDR3, PCI Express 2.0, SLI Ready, (Dual Link) Dual DVI, HDTV, VGA Support video card on my system

Well you can, but not too sure about your power supply. Sure it may be a 550w, but that's not necessarily it's maximum output.
Yes, your board supports PCI-e 16x.
As said above, the question is can your PSU power it.
Your board doesnt support PCI e 2.0 so might wanna check that first.

Not an issue, PCI-e 2.0 is backwards compatable with 1.0.

Also, that P4 may become a bottleneck depending on what game your playing.

But if hes just gonna fold with it it shouldnt bottleneck the CPU much.
doesn't matter about pci 2.0, it's backwards compatible with 1.0. Just means he won't see the bandwidth boost of 2.0.

Micronics PSU? Never heard of it, but if it has the balls to hold 550W and it's not a false rating, it should be fine. Give'er as they say

I say get a new CPU dude.
Bottom line is that it WILL work.

Your CPU like others have said might decrease its true performance, but it will be 100x better than the onboard you are using.
my psu is micronics but i think they put the micronics sticker on top of another
i am not using onboard video

+1, that cpu is going to bottle neck that 9800 bad....I tried to use my 9600 gso in my old P4 system and my score dropped from 6-7k 3dmark06 points I think it was to like 2.5k.

Previous card was a 8600 GT, and the P4 that I tested it with is at 3.6GHz.

Is this just for folding? If so then yea, it will not matter for that.
If for gaming, then it will be an issue.

a 9800 card does not use the 2.0 bandwidth (yes, it is 2.0, but dows not need it and will see no difference between a 2.0 board and 1.0 board)
