Through Bios it does not let me lower my fsb... only raise it and I can't find my pll

And I'm pretty sure that SiSoft Sandra can identify PLLs.
Can't lower the FSB? That's strange.
You are aware that changing the FSB also changes memory speed? Perhaps lowering the Multiplier (which doesn't effect memory) would be a better idea. That's the way Cool&Quiet (and Intel's Speed Step) works.
You might want to take a look at RightMark CPU Clock Utility (RMClock)
