Paint finishes aren't really based on reflectivity, but rather their sheen (how shiny it is).
Gloss finishes are really high sheen
Matte finish has no sheen
Satin a.k.a. semi-gloss has a certain level of sheen but not as lustrous as the gloss. In some industries there are various levels of satin finish so you can't specifically class it as 50% sheen (or lack of shine)

In terms of your pictures, I'm guessing you're referring to the white finish inside. If this is from the factory, then it's probably a powdercoat rather than paint (as powder coating produces a more durable finish). That said, you can achieve similar results with paint. I personally prefer using a spray gun over a rattle can, but the cans work as well.

it is achivable in rattle can, but the least nick, scratch or chip it then starts
to look like poop. id make sure you got the rig built, structured and planned
before you paint the case. once your happy with the layout, etch it (bare metal
treatment) and paint it. but if you are gunna keep swapping and changing your
case layout, powder coat it.. it takes a pretty good beating with low failures
of chipping and abuse.
