The only way damage would occur is if there was a spike or surge in power before it went out and your surge protectors failed to protect. As far as the power just getting cut off I don't think it would hurt anything. It would be like just unplugging it from the wall and the pc just loses all power.

No, if your surge protector does its job, it should fry that instead, or blow a fuse, or flip the switch. Whichever it does, I've never actually had that happen.

Some higher-end surge protectors offer a warranty for everything plugged in in case it fails to protect your stuff from a surge.
