can this PSU handle this video card?

The video card says it needs a 600W but dunno if it will handle it

Yeah you should be fine. Unless you're running a powr hungry quad-core, 8gbs of RAM, 4 hdds, and hella PCI cards 600w will be enough.
44A on the 12V is more than enough for a 4870 and any CPU.
What about 38A on the +12v for a QX6850, 4-6GB of memory, 1x 9800GTX+ and 1x GTS 250?

You really should start your own thread, but the quick answer is no. If the PSU in question is your Ultra, then it actually has 420W combined or 35A on the 12V. Especially considering quality is pretty mediocre, I wouldn't run a mildly OCed quad and 9800gtx+ sli on it.
