I'm temporarily using this computer:
Asus PTGD1-LA
Celeron D 3.46GHz (Cedar Mill)
1.5GB DDR 400
GeForce 8500GT

Celeron D's are supposed to run cool...This thing idles at 52C and load is 64C...I have no idea why. Even a Prescott P4 ran cooler in the same exact setup...It barely has any thermal paste but I doubt this could make such a difference cause my Cedar Mill Celeron D 3.33 in my server idles at 28C and it also has no thermal paste. The heatsink and fan are seated properly and it's a copper heatsink so it should be running cool...It also has an exhaust fan to help it.

Any ideas?

I'd reseat it, give it another go. Perhaps something went horribly horribly wrong in the seating for whatever reason.

It's a prebuilt HP that i got for free in 2008. I took off the heatsink and it had a bunch of old and crusty thermal paste on it...i scraped it all off and reseated it, even after cleaning out all the dust on the capacitors near the socket and now it's idling at 55C...

Paste does make a huge difference, without paste My P4 Prescott was running at 83C Idle, when i put paste on it Idles at 38C and Load is 54C.

Yeah but it still bugs the crap out of me if you know what i mean lol. Plus when it gets to 63C the fan gets loud and annoying

Yeah, you definitely want to put paste on it if you want it to run at lower temps. Paste helps a lot by transferring the heat faster (and in larger temperature quantities) to the heatsink. Imagine a sandwich without mayonnaise, it just doesn't taste the same...

Yeah, I just slapped a P4 515 in there that already had some thermal paste on it and it's 47 idle and 56 load but that's much better considering it's 90nm versus 65nm and has a higher TDP. Can't wait till I get my Core 2 Duo back up and running.
