It depends on how the hits are logged. If they are logged by IP, unique IP hits, then yes, I can see where he's coming from, but if it's just a ticker that goes up from each page it, then it's pointless.

Even if done by IP it doesn't matter too much. The reason is easy to find. Open CMD.EXE and enter "ipconfig/all" this will show information about your IP address. Next look at the dates for your lease. Note the time it lasts. Extremely short. My IPs all expire within 2 days.

I am no expert on this and correct me if I am wrong but can't your ISP link your IP address, even if temporary, and you. Isn't this how the RIAA sues pirates? So why couldn't the government attain and log this information?

Pending the ISP, yes. You can get the logged IP addresses from them. Legally they can't give that personal information away without court order. However this doesn't stop them it seems.

I had forgotten about that. Cursed DNS logs.

Also, once we switch to IPv6, the IP for all devices may become permanent since we'll have so many available.

That's because you have a dynamic IP address. Many ISPs give you a static IP, such as Comcast, which does not change. Mine has been the same for a few years now.

It is possible to change it within your assigned IP range, but generally you only have a small number of options in that case.
