Um AMD is not in the business of manufacturing proprietary CPUs for different vendors. I would suspect that the motherboard is locked, or that you may simply need to reset the CMOS for a new CPU. The motherboard in question may also not support dual core CPUs. There are a dozen reasons, but not one is a proprietary CPU.

Clear the cmos with the jumper. Then go into the bios and choose optimal defaults or something like that.

Check the exact model at the Compaq web sight, there should be a CPU compatibility chart some where.

Won't boot as in, won't turn on or won't get into windows? You need to be CLEAR in what you mean. Something as vague as you told us could have approx 34258739457329547329845709457 possible things wrong.

It could be an incompability problem, it wouldn't surprise me since it was already manufactured, maybe it can only run this CPU.
