Are there any downsides to having a computer on the floor? I have my computer on my carpeted floor and was wondering if I should be worrying about static electricity. If it is bad, should I build a small wooden box or something to prop it up off the floor?

No. its perfectly fine if its on the ground. Static electricity is caused by friction, and i doubt your computer will move and casue a high charge that it would fry your system... in other words, impossible. =)

Your computer's grounded due to the fact that the PSU is plugged in. As long as it's plugged in and you don't move it around too much, it should be fine. At my old house, I had a few systems on the carpet, and they're working just fine.

i dont think u have anything to worry about with regards to static electricity but u do need to worry about collection of dust....mind u that dust eventually settles on the lowest point and in this case the floor....

so all this dust will get sucked into ur pc and then proceed to settle onto ur board, fans, hsink and cards..not very good by any means for performance so its better to put it onto the table....

It may obstruct the front lower air intake though!
