Confused about OCCT

My FSB shows a +6.3% increase when idle, but my CPU core switches from +6.3% to -36.2% every couple of seconds. What does this mean?

In your BIOS turn off C1E and EIST. These are power saving features which will change the CPU clock when Idle.
You have C1E (speedstep) enabled and it's dropping your multiplier when the CPU is idle. You can go into the BIOS and turn it off.
When I'm finished overclocking, should I turn it back on or will it affect my gaming performance?
Just leave it off...unless you're worried about wasting a couple dollars a month in electricity.

It won't affect performance. It will just save energy. Your CPU will return to normal when it has a load on it. Like gaming.

Now that I got that out of the way, should I adjust the CPU FSB voltage or the CPU core voltage after I adjust the FSB speed? (The ratio is 1:1)
