The CoolIt Eco A.L.C. and Vantage have a lot of $50 deals floating around. Both are liquid cooling, they should get the job done for overclocking. I'm at 3.8GHz with 1.44v and I idle around 28C and load around 45C.
Usually they come with brackets, although you have your default MB bracket which in most cases work as well. I personally like my cooler because the fan is REALLY quiet. If I had no graphic cards, it would be a silent CPU.
