I'd say the Mugen 2 would win in terms of performance, but it would be close I'd imagine. Keep in mind that the 212+ is slightly cheaper and comes with a superior mounting system.
Both are excellent values though.
The Scythe Mugen 2 is simply a better cooler but considering the price difference, they don't target the same price point. Just get whatever your budget can afford.

They are perfect to compare, the 212 is $30 and the Mugen 2 is $35. I own the Mugen 2 and consider it one of the best bang for the buck coolers possible but if i was purchasing today i would honestly purchase the 212+. Mainly because it is much smaller and still performs very well. When i bought my mugen 2 i had to hunt down the correct fan clips for push-pull (I refused to zip tie fans to my cooler like a moron)which ended up costing quite a bit with shipping. The CM 212+ includes all of the clips for a two fan installation and is a freaking steal for $30.
Search up some reviews, many have it right behind the megahalem.
easier installation, more clearance. and the gap of cooling performance ain't that big anyway. if you want pure performance, go megahalem or ifx-14 or that new noctua thingy. hehe
In maximum PC's review it beat the TRUE 120 by 3*c
By the same company "Maximum PC" reviewed the Mugen 2 and it outperformed the Cooler Master at idle and at load, the only reason it didn't get a PERFECT 10 is because of the size.
