Never heard of what you're asking for. It would most likely be slower than booting directly from SSD. If he's a bad person he's probably tricking you.
if you want near-instant cold boot, get a PCIe Optane 900p for like $250 for the 280GB version. It's got the lowest random read latency available to consumers.
