Core constantly loaded (100% usage)

Fired up my rig today ,and saw that one of my 4 cores (unlocked cpu) is working at 100% all the time. So i thought that it may be that Chrome issue i've been having lately , but closing chrome didn't help at all, or all other programs for that matter. So i restarted my PC , and still nothing. Tried scanning with Avast, no result. Then i started thinking , that it might be that "defective core" that i enabled(been stable for 3 months now) , so i disabled it in bios, and to my surprise it's still using one of the three cores at 100%.
So i ask your help to figure out what's happening. What do you think?

hmm
i had that w my laptop,both cores @100% no programs open etc
i searched for virus,didnt have any
so my "list" of stuff you can try
Virusscan
Clear Reg
Clear Temp Files
did that using a program called glary utilities
worked great for me

have you checked task manager to see whats using it?
is there anything in task manager that shows what may be causing the problem?

Yes, that's the first thing i did after turning Chrome off , also that's what i had in mind when i said " or all other programs for that matter" .

defrag partitions is another option not listed already

All of the methods mentioned above didn't help. More ideas would help a lot
My last resort is formating, and i really don't want to do it.

maybe its an issue with windows 7? I dont have it, but maybe theres a corrupted file that needs to be fixed. *shrugs*

In task manager, remember to click on Show processes from all users. Then look for the offending file.

Just what I was going to post. It won't be pegged in task manager without showing which process is using the resources.

Turns out it was network related. Today when they disconnected my internet, the issue disappeared. I'm glad that the problem is not hardware related, but now im stuck without an internet connection(mobile internet blows
)
