Rasa is great for budget builds otherwise the koolance 370 and EK HF Supreme are your other best choices. You can snag a EK HF Supreme Acetal Finish for $72ish but I woul probably go with the Rasa if you wanna stay on the low end its only like a 1C difference anyway which to some is worth the extra 20-30$.

+1 for Koolance, it's beautiful, very effective, and not outrageous. But really the gains over XSPC will be marginal from a cost efficient POV.

The Kyros XT, Supreme HF and Koolance 370 are all good blocks.
The Rasa is a good block also. The temp difference will be small if you go with it.

Temp difference is less than 1C as stated earlier (it's really REALLY close) and if you are under a budget then there is no reason not to get the Rasa. Less than 1C will not affect overclocking or performance whatsoever and the flow is just fine through the block.
