Can someone tell me the best CPU overclocking software. Unfortunately my dell has its bios locked so was going to see if i could do it though software?

I wouldn't do it, software overclocking is reliable and isn't going to yield what you want and can easily damage your computer.

There are no "best" or even good overclocking software. You could try Clockgen if you really need to but I wouldn't recommend it.

ah ok, well guess it was best i checked on here!! Shame i'm sure i coulda got a bit more out of my 2.4GHz quad, but don;t wanna blow it up either!!! Any safe way i can get round my rubbish locked BIOS?

ClockGen, CPUCool, SetFSB, CPUFSB, MemSet, PowerStrip

You just have to identify your PLL chip,

Get a new motherboard.
