So how does silicon lottery determine what these chips can do how do they test the chips? I am interesting in getting the 8700k 5.1ghz

They take a chip and try to run it with their set voltage. If it passes then it gets binned, if it fail it gets tested for a lower OC.

ok but what test they make after OC? how to they determine that is stable?
They used to test 1 hour of ROG Realbench, but have since upped the requirements due to customer requests.

It's a trade secret what exactly they do to bin their CPU's. He gave you some hints above but the exact formula is secret.
