I use gparted, because i dont trust windows.

Its also the partitioner that comes with ubuntu, so if anyone has installed ubuntu, this is what they used. I dont know of anyone loosing data from installing ubuntu, so gparted should be fine.

Shrinks one partition and creates unallocated space that you can partition to a new space. You just pick how much you want to shrink (i.e. free up for a new partition).

I personally like to let Vista resize itself instead of another program, then I will use either the Vista one or gparted to play with the free space. The Vista partitioner is pretty good.
