Shrinks one partition and creates unallocated space that you can partition to a new space. You just pick how much you want to shrink (i.e. free up for a new partition).
I personally like to let Vista resize itself instead of another program, then I will use either the Vista one or gparted to play with the free space. The Vista partitioner is pretty good.
